由中国国际贸易促进委员会、中国交通运输协会、中国国际人才交流基金会、上海市虹口区人民政府、美国运输与物流协会(AST&L)联合主办的“09中美物流会议”于2009年9月10-11号在上海市北外滩成功举办。中美物流会议是美国运输部和美国商务部目前在中国境内唯一联合支持的物流会议,并且得到美国驻华大使馆、美国驻上海总领事馆、美中贸易全国委员会、国际道路运输联盟等机构的大力支持。来自中美两国物流业及相关行业的政府机构、知名企业、协会和研究机构等近300名代表参加了本次会议,来自美国国务院、美国商务部、美国运输部的十位美国联邦政府官员出席了此次会议。

运输与物流作为中美服务贸易的重要组成部分,受到中美两国政府的高度关注。2007年7月,首届中美物流会议在北京召开并获得巨大成功。当前全球性的经济危机给中美供应链上的制造企业、流通企业、运输和物流业等行业企业带来了前所未有的巨大困难和挑战,“强化中美供应链,助推经济早复苏”因而成为09中美物流会议的主题。

中国国际贸易促进委员会展览部副部长赵振格主持了开幕式,中国交通运输协会会长钱永昌、美国运输与物流协会执行董事Laurie Denham分别代表中美主办方致辞。中国国家外国专家局副局长李兵、美国驻上海总领事Beatrice Camp作为特邀嘉宾分别为会议致辞。上海市虹口区人民政府区长俞北华为会议致欢迎词。

主旨演讲部分由中国国际人才交流基金会副主任刘晟和中国交通运输协会秘书长索沪生主持,美国商务部副助理部长Joel Secundy、中国国家发展与改革委员会经济运行局副局长王慧敏、中国商务部商贸服务管理司副司长王晓川分别就加强中美行业合作以促进经济复苏、政府在物流产业发展中的作用、中国商贸物流的发展状况发表了主旨演讲。

中美两国于08年建立了交通论坛,在会议上中国交通部道路运输司司长李刚、美国运输部部长办公室高级国际运输专家Nicole Porter针对在建项目以及最新方案进行了深入交流与对话。

此次会议共设置了十三个议题,上海市交通运输和港口管理局局长李文辉、上海国际港务集团副总裁包起帆围绕上海国际航运中心的软环境建设进行了介绍,上海市北外滩集聚区建设发展办公室主任陆清冬向与会企业介绍了北外滩在推进上海国际航运建设中将出台的优惠政策。中国远洋物流有限公司董事总经理叶伟龙与美国总统轮船、世能达物流等企业的高级代表一起就物流企业如何进行国际化拓展发表了精彩演讲和对话。在全球经济危机下,中国民营企业遭到前所未有的挑战,远成集团有限公司常务董事徐维宗发表了题为“全球经济危机下中国民营企业的机遇与挑战”的专题演讲。麦肯锡、陶氏化学、通用、中外运、埃森哲、德尔福、BNSF等全球知名企业分别就全球经济危机的最新形势、危机管理、绿色物流、精益供应链、多式联运等进行了案例介绍和深度剖析。此外,会议还设置了世博会专题,探讨了世博期间的食品安全与冷链物流、危险品运输、世博期间的交通限制措施等相关议题。

在美国联邦商务部的支持和支助下,美国运输与物流协会与美国商务部供应链和分销办公室主任Bruce Harsh、美国商务部国际贸易专家John Miller在会议上联合宣布并推出了新的认证项目——美国国际物流管理认证(GLM – Global Logistics Management certification),并且与英格索兰、BNSF铁路、德尔福汽车、世能达物流、潘世奇物流确立了合伴关系,这些全球五百强企业将为认证提供最优方案和专家支持,考取GLM的学员将被这些公司优先录用。为了缓和物流技能型人才匮乏的现状,美国运输与物流协会将引入美国劳动部物流技术员和助理技术员项目,第一个在中国的试点项目将与上海南湖职业学校和大田集团在上海展开,会上三方签订了合作协议。

今年是中美建交通航三十周年,会议特别安排了纪念晚宴以回顾三十年中美运输与物流业合作的历程,中国业界的多位知名人士出席了晚宴,上海海泰房地产集团为此次晚宴提供了赞助。

物流业是中美巨大贸易量背后的承载体和推动器,它构筑起了保障两国经贸往来的重要纽带和桥梁。中美物流会议旨在为中美两国业界人士搭建一个有影响力的定期对话平台,为两国相关政府部门和行业企业机构铺设一条沟通与合作之路。

09 Sino-American Logistics Conference was successfully held in Shanghai North Bund on September 10th to 11th .It was jointly organized by the American Society of Transportation and Logistics (ASTL), China Communications and Transportation Association (CCTA), China Council for Promotion of International Trade (CCPIT), China International Talent Exchange Foundation (CITEF), and Shanghai Hongkou District Government, supported by US Department of Commerce, US Department of Transportation, US Consulate Shanghai, US-China Business Council and International Road Union.

Nearly 300 representatives from relevant government departments, logistics companies, research institutions, associations and logistics media from China including ten United States federal government officials attended the event to hear experts discussed pertinent issues concerning the Sino-American logistics industry.

2009 Sino-American Logistics Conference came to a wonderful conclusion fulfilling its theme of strengthening the US-China supply chain and working in partnership towards recovery.

Qian Yongchang, Chairman of CCTA and Laurie Denham, Executive Director, ASTL representing the organizers from China and United States thanked the guests and summarized logistics industry development of China, trade relationship between with two countries and the conference’s significance. As honored guests, Li Bing, Deputy General Director of State Administration of Foreign Experts Affairs, P.R. China and Beatrice Camp, U.S. Consul General gave addresses for the conference. Yu Beihua, District Mayor of Shanghai HongKou District government made welcome remarks and introduced government policy and important status of Shanghai in transportation and logistics of China.

Keynote remarks delivered by Joel Secundy, Deputy Assistant Secretary of US Department of Commerce, Wang Huimin, Bureau of Economic Operations Adjustment National Development and Reform Commission People’s Republic of China andWang Xiaochuan, Deputy Director General of Department of Commercial Service Administration, Ministry of Commerce. They expressed their opinions about how to strength industry cooperation between U.S. and China to recovery economic, government role in logistics progress and development of business logistics in China.

The two countries jointly established the Transportation Forum in 2008 to identify transportation needs and bottlenecks to enable a free flow of trade between the U.S. and China. Li Gang, Director General of Department of Road Transportation of Ministry of Transport and Nicole Porter, US Department of Transportation, Senior International Transportation Specialist within the Office of the Secretary presented an update of the program and discussed ongoing projects and benefits deeply.
Zhao Zhenge CCPIT Deputy Director- General of Exhibition Department, Liu Sheng, Deputy General Director of China International Talent Exchange Foundation (CITEF), Suo Husheng, Secretary General, China Communications and Transportation Association were the masters of ceremony for the morning sessions.

There are eighteen other sessions for the remainder of the conference including a presentation by Li Wenhui, Director-General of Shanghai Municipal Transport and Port Authority discussed building of Shanghai global shipping center and policy to contribute to the progress of it. Preferential policies for developing Shanghai North Bund shipping services cluster was explained by Lu Qingdong, Director of Shanghai North Bund Shipping Service Cluster Office. Both of Ye Weilong of Managing Director COSCO Logistics and Martin Winchell of Managing Director, Schneider Logistics gave expert opinions on the logistics industry. Under global economic crisis environment, Chinese private enterprises face the challenge; Xu Weizong from Yuan Cheng Group lectured named “Opportunities and Challenges for Chinese private enterprises under the current economic environment”. Representatives from McKinsey & Company, GE, Accenture, Sinotrans, YRC Logistics, APL Logistics, TRW and BNSF Railway and other famous global companies gave case introductions and analysis in latest development, managing through the crisis, green logistics, lean logistics, and intermodal transportation. Besides, there are Shanghai Logistics and Expo 2010 Sessions in the conference which discuss in Food Safety & Cold Chain logistics, Dangerous goods transportation and traffic restrictions during in Expo.

Supported by US Department of Commerce, ASTL’s new Global Logistics Management Certification – Industry Partnership to develop logistics professionals was launched by Bruce Harsh, Director Distribution and Supply Chain Team, and John Miller, International Trade Specialist for U.S. Department of Commerce, International Trade Administration. Meanwhile, ASTL formed partnerships with Ingersoll Rand, BNSF railway, Delphi, Penske Logistics and Schneider Logistics. In the conference, a new Certified Logistics Technician – Vocational Training program agreement was signed by ASTL, Nanhu Vocational School and DTW Logistics.

It is the 30th anniversary of resumption of Sino-US maritime trade in this year. 2009 Sino-American Logistics Conference Gala dinner was held especially for commemorating the development of Sino-US trade and transportation relations and the unremitting efforts for 30 years, many famous people joined in the dinner.

Logistics is conduit of trade between US and China which bridges two countries. The Sino-American Logistics Conference aims to establish a regular communication platform. The 09 conference was successful and completed his mission wonderfully.
